About Us
Cogdell, Mattison & Associates is a parent-centered special-education advocacy and consulting firm dedicated to helping families secure timely, legally compliant, and instructionally effective services for their children. Led by Parent Advocate Nicole Cogdell, we translate IDEA, Section 504, FERPA, and Pennsylvania Chapter 14 into clear, practical action that works in real classrooms. Our approach is rigorous and collaborative: we synthesize records, align present levels with measurable goals and SDIs, recommend appropriate related services and placements, and prepare families for meetings with concise talking points and well-crafted documents that withstand administrative review. We emphasize functional communication and expressive language, executive-function and organizational skills, sensory and behavioral supports, and access to assistive technology—always individualized, culturally responsive, and grounded in data. By pairing legal precision with compassionate partnership, we help families achieve clearer plans, stronger home–school collaboration, and durable progress over time.
Advocacy Services
Cogdell, Mattison & Associates provides end-to-end, non-attorney advocacy services that are both legally grounded and instructionally actionable. Our work includes comprehensive record and compliance reviews; IEP/504 strategy and drafting (present levels, measurable goals, SDIs, accommodations, related services, and placement); preparation for and participation in meetings with evidence-based talking points and written requests; progress-monitoring systems and data audits that translate into corrective action; compensatory education analyses and resolution planning; coordination and referrals for independent educational evaluations; assistive-technology access (selection, trials, and implementation supports); functional communication, executive-function, sensory, and behavioral support integration (including BIPs); manifestation determination and discipline guidance; ESY and regression/recoupment analyses; transition planning aligned to age-appropriate assessments; transportation and health/safety planning (including emergency and medical considerations); and post-meeting follow-through to ensure services are implemented with fidelity and documented for accountability.
